ESTIMATING AND COST ADVICE (BEFORE CONSTRUCTION):
We assist in developing a clear project brief, advice on the procurement policy for the project, economic factors affecting the project and appropriate financial design criteria.
The objective at this stage will be to define the consultant’s scope of work and services and including the signing of the contract/agreement with the client. The activities undertaken during this stage are:
• Feasibility Studies
• Financial design criteria
• Value Engineering management
• Construction Cost plan
• Property Development Advice
DOCUMENTATION AND PROCUREMENT (BEFORE CONSTRUCTION):
At this stage, the aim is to prepare the construction and procurement documentation, confirm and implement the procurement strategies and procedures for effective and timeous procurement of necessary resources for the execution of the project. The Quantity Surveyor is responsible for giving comparative costs and continuous cost checks as the design gets more detailed. This will ensure that there is no cost overrun on the agreed budget. The activities undertaken during this stage are:
• Formulation of Procurement Strategy
• Preparation of Tender Documentation (including Bills of Quantities)
• Tender Adjudication
• Contract Negotiations
• Advising on and Drafting of Contract Conditions
• Cash Flow Forecasting
• Control of delivery processes
CONTRACT ADMINISTRATION AND FINAL ACCOUNT (DURING AND AFTER CONSTRUCTION):
This stage entails management, administration and monitoring of the contract and its processes, including preparation and co-ordination of the procedures and documentation to facilitate completion of the works on site. The activities undertaken during this stage are:
• Project Administration
• Project Monitoring
• Preparation of Payment Certificates and Valuations
• Preparing and updating detailed budgets and cost reports
• Cash flow monitoring
• Analysis of financial and contractual claims
• Negotiations and settlement of claims
• Agreement of final accounts
